From what I read, the big names before FC Cochin was formed were almost all departments teams.
Kerala police, KSEB, Titanium, KSRTC, AGs office, SBT, Alind Kundara, Premier tyres etc.
The only club referenced was LUCKY STAR Kannur.

SBI (old SBT), Kerala Police etc. are departmental teams and not considered Football clubs.
Other two, never heard.
Maybe small local clubs, maximum playing upto district level.

No, they can have other players, but amateur.
Department teams cannot have professional players, I think; but not sure.
Department teams cannot play FIFA approved national leagues or trophies.
For example, Kerala Police or SBI Kerala cannot play i-league or Federation cup.
but these are in the kerala premier league...isn't this the league from which you are promoted to i-league 2nd division?

i-league 2nd division entry is direct, selected by All India football federation based on club profile, especially its adherence to club regulations, financial position etc.
Even i-league admitted clubs directly, like Gokulam.
Department teams are not eligible to play i-league divisions or Federation cup.
State level premier leagues are limited to that state organisation only.
I think only a few states have state level premier leagues.
what about qualifiers? it was there for the 16-17 season:
NEW DELHI: To widen the football map of the country and to bolster its structure, l-League's core committee has decided to launch the 2nd division qualifier for 2016-17 season.
Participants from all the state associations would be invited to take part in 2nd division league 2016-17 qualifiers.
The state associations need to nominate two teams with best results, apart from the teams who would compete in Hero I-League and 2nd division league in 2015-16 season, from the state league 2015-16, to compete in the 2nd division qualifiers.
Meanwhile, the clubs need to comply with the criteria, mentioned below, to compete in the 2nd division qualifiers.
-AFC B License Head Coach
-18 contracted players
-Legal entity under societies or companies act
The teams will fight it out amongst themselves in the zonal round followed by the final round. Eventually the top two teams from the final round will get a nod to the 2nd division league 2016-17, provided they fulfill the club licensing requirements in the due time.
State associations need to submit their nominations before September 8.
