When a mission goes terribly wrong in Lagos, the Avengers will get flak from all corners. 117 nations will agree that it is better to put Avengers under the control of UN, than to let them remain as a private agency. Captain America, would refuse to sign the Accords. This will divide the team in to two factions: one, lead by the Captain and the other by Ironman. In a conference where Accords are to be signed an explosion would take place and the king of Wakanda would die. The son of the King, Black Panther, will vow vengeance on the killer. The security footage from the Conference will indicate Barnes aka. Winter Soldier as the culprit. What happens then is the crux of the story.
Instead of an action oriented one, Civil war is more a story oriented movie. Not that the movie doesn't have any action sequences. It does. The action sequences are superbly done as well. However, the top notch VFX, BGM, Action sequence, etc. does not over shadow the strong underlying story. Each character has a compelling reason to do what he does and he does it in a logical fashion.
A special mention to Spidey: I'm a huge fan of Spidey. I was always disappointed that the movies never been able to capture the essence of Spidey. Ceaseless banter during fight is his main trade mark. None of the previous movies portray him like that. But Civil War nailed it.

Spoiler: When I watched the movie, I realized that the story is similar to that of Batman vs Superman. In fact Marvel did it better. Take a good note DC ..
