Yes. 40 crore seems to be reasonable. Tovinos big budget films till now cost 20-30 crores (MM, ARM and TM). This could be his most expensive movie.

Dont know the exact budget. They did not disclose. But tovino said in an interview that ARM was made on a reasonable budget though it had 3D VFX etc. It seems it didnt go overboard.
